Home Affairs Ministry official charged with exposing penis to job-seeker

Last Updated on Tuesday, 1 July 2014, 2:51 by GxMedia

Narine “Ken” Chattergoon
Ministry of Home Affairs Liaison in Berbice, Narine “Ken” Chattergoon was charged with exposing his genital to a woman who had gone to his office for a job

He allegedly committed the offence on March 3, 2014 inside his office at the Region Six Democratic Council (RDC) building, Vryman’s Erven, New Amsterdam.

Magistrate Sherdel Marcus-Isaacs granted him GUY$75,000 bail and ordered that he return to court on July 18, after his lawyer stated that the accused is married and has a fixed place of abode.

This is not the first time that women have accused him of making sexual advances to them when they would have gone to him for a job, but now is the first time he has been charged.

Chattergoon of Bath, West Coast Berbice allegedly boasted of being a senior official of the Ministry of Home Affairs who could easily obtain jobs for them as Neighbourhood Police.

Police Prosecutor, Gordon Playter told the court that about 9 AM, a 35-year old woman was about to purchase milk when Chattergoon allegedly invited the woman to his office.  He gave the woman GUY$300 to pay her passage to his office where she waited on him. He told the woman that his name was Anil but the guards maintained that no one by that name was working there. When they saw him arrive,  the prosecutor said the guards blurted out “Oh that is Chattergoon.”

Playter alleged that the man pretended to make several phone calls, and moments later he advised her that she needed photographs, police clearance and recommendations. He then went outside the office and attempted to hug and kiss the woman.

The Prosecutor said Chattergoon then took out his penis and told the woman to “come and suck it for him” and later asked to “pump it for him” in the same way that “Black man does pump.” After ejaculating in his drawer, he wiped off with a tissue, said the policeman.

The court was told Chattergoon even wrote his telephone number (646-5890) on a piece of paper and handed it to the woman. He then advised her not to return to his office with any children.
