Tighter procedures, law to govern access to police video surveillance system- Home Affairs Minister

Last Updated on Monday, 2 November 2026, 6:09 by Written By Denis Chabrol

Minister of Tourism, Oneidge Walrond.

In the wake of a policeman’s alleged sale of a video recording from the police national surveillance camera system to Opposition Leader Azruddin Mohamed, Home Affairs Minister Oneidge Walrond on Monday said she ordered a tightening of procedures and the law.

The first step, she said in a statement, is the comprehensive review of personnel, access controls, supervisory arrangements, and operational procedures at the Command Centre. The cameras monitor everyone’s movements and are used to track down and catch criminals.

She said  that review aims to establish the extent of the breach, identify any failures of conduct or oversight, and ensure that appropriate action is taken.

“Its findings will guide stronger security controls, tighter supervision, rigorous enforcement of procedures, and the adoption of best practices to protect sensitive information and strengthen accountability. This will also inform legislative reform,” said Ms Walrond, a lawyer and former magistrate.

Mr Mohamed and police constable Ryan Greene under Section 9 (2)(b) of the Cybercrime Act which states that a person commits an offence who, through authorised or unauthorised means, obtains or accesses electronic data which relates to the national security of the State or is stored on a computer system and is protected against unauthorised access, and intentionally and without lawful excuse or justification grants access to or gives the electronic data to another person, whether or not he knows that the other person is authorised to receive or have access to the electronic data is liable on conviction on indictment to a fine of GYD$8 million and to imprisonment for five years. Mr Mohamed last month used the video to dispute several police claims about a shooting incident involving the Head of the Police Force’s intelligence branch, Senior Superintendent Prem Narine, a major witness in the United States’ extradition request hearing for Mr Mohamed and his father Nazar Mohamed.

Seemingly turning her attention to the Opposition Leader, he Home Affairs Minister on Monday cautioned that “political office does not confer immunity from investigation, just as political affiliation cannot be a basis for prosecution.”

In apparent reference to the policeman, she said such conduct, if established, would constitute an abuse of entrusted access, with the potential to compromise sensitive investigations, undermine operational security, and interfere with the proper administration of justice. She said it raised fundamental questions about adherence to the standard operating procedures governing the Command Centre and the adequacy of safeguards protecting sensitive information.
