Controversial Town Clerk, Carol Sooba has been confirmed in the position, Head of the Presidential Secretariat Dr. Roger Luncheon confirmed on Wednesday.
Luncheon declined to justify Sooba’s confirmation on the basis of her qualifications and approach to her work. Permanent Secretary of the Local Government Ministry, Colin Croal declined to comment and referred all nqueries to the Minister. Neither of the Local Government Ministers could be immediately contacted.
Sooba’s highest qualification is a Certificate in Managerial Law from the Institute of Applied and Commercial Education. However, the post requires a minimum of a Degree in Public Management or a Degree in a relevant Social Sciences.
She has been a student of the University of Guyana from 2007 to date, pursuing a degree in Law.
Her detractors have complained bitterly that since taking up the post in September 2012 she has displayed poor administrative skills and that she is under-qualified for the post.
However, Sooba has been credited with keeping a lid on a corruption and embarking on an aggressive rate collection drive including taking several persons to court.
A long-time associate of the opposition Peoples National Congress (PNC) activist Paul Clarke had been widely tipped to take over as Town Clerk because he had scored the highest among the applicants.
