Former Permanent Secretary of the Public Service Ministry, Hydar Ally and two members of staff at an appreciation ceremony held in his honour on Saturday, August 15, 2015 at the Public Service Ministry’s Training Division Vlissengen Road.

Former Permanent Secretary of the Public Service Ministry, Hydar Ally has been honoured for his outstanding service and he could soon return as a trainer at the proposed Public Service Staff College, according to the Ministry of the Presidency.

Minister of State, Joseph Harmon was quoted in a statement as saying that he believes that Ally was clearly “very heavy on quality service”. He added that because of Ally’s training and somewhat still youthful state,“the door is still open for him to come back and offer his service to government in that capacity – maybe as a trainer in the Public Service Staff College which will be established soon”.

Ally, a long-time executive member of the People’s Progressive Party (PPP), recently ended his contract with the government. He also served as a Permanent Secretary of the Ministry of Health and Deputy Head of the Presidential Secretariat. Ally has been also a regular columnist in the PPP’s newspaper, Mirror.

Harmon reminded the gathering of Government’s policy when it comes to service in the Public Service. Minister Harmon said, “once people serve honourably their services will be respected” – he emphasised that Government recognises the input of all Guyanese irrespective of political affiliation, religious persuasion and ethnic background. “We are concerned about service and the quality of service”.

In turn former the former Permanent Secretary expressed gratitude to government and congratulated them on recognising that service to the people of Guyana is more important than one’s political preference.

Hydar Ally’s tenure as Permanent Secretary, Head of the Public Service came to an end on 30th June 2015.

A large crowd gathered at the Public Service Ministry’s Training Division,Vlissengen Road last Saturday 15th August 2015, to show appreciation to Ally. The event which was organised by current Permanent Secretary of the Public Service Ministry Reginald Brotherson was also attended by Minister of Citizenship Winston Felix and Harmon.

Felix explained that the“well organised” function was a demonstration of the high regards which the staff held for Ally. Felix believes that even though it may now be the end of Ally’s contribution to public service he is “still fit and ready to continue in other areas that require his skill”.

Ally played a pivotal role in the uncovering of a vehicle scam that led to the charging of former Public Service Minister, Dr. Jennifer Westford and her Principal Personnel Officer, Margaret Cummings. The duo has been also questioned in connection with the alleged theft of more than GUY$500 million from the coffers of that ministry.

Less than two months after coming into office Ally’s son, Zulfikar, was recalled from the post of Guyana’s Director at the Inter American Development Bank (IDB).
