House Speaker, Raphael Trotman

Almost five months after a young adult surfaced and accused House Speaker, Raphael Trotman of sexually assaulting him, the Director of Public Prosecutions (DPP) has advised that there are no grounds to charge the prominent attorney, according to well-placed sources.

Efforts to obtain a comment from two high-ranking officers of the Guyana Police Force (GPF) were unsuccessful.

However , a spokeswoman for the DPP’s Chambers confirmed that the file was returned to the police on Wednesday.

Demerara Waves Online News was told that the advice essentially states that no further investigations should be carried out into the allegation and that no charges are to be filed.

It was back in September 2014 that  22-year old Johnny Welshman had alleged that Trotman, to whom he had referred as “Uncle Raphael”, had sexually assaulted him when he was 13 years old. In publicly denying Welshman’s allegation, Trotman had contended that the accuser’s emergence had been linked to his Alliance For Change (AFC) political party’s no-confidence motion against the People’s Progressive Party Civic’s (PPPC) administration.

Welshman had also accused his father and another man of committing similar offences.

After the allegations were repeatedly made by Welshman on his Facebook page, Trotman obtained a High Court injunction restraining his accuser from publishing such statements on that Social Medium. Welshman was also sued for GUY$50 million for libel.
