Investigators studying AFC’s complaint against Finance Minister

Police have been studying a complaint lodged by the Alliance For Change (AFC) against Finance Minister, Dr. Ashni Singh for spending monies from the Consolidated Fund on programmes and projects that have been already voted down by the opposition-controlled House during the budget process.

Police Commissioner, Seelall Persaud said investigators were also due to seek advice from the Director of Public Prosecutions (DPP) before proceeding. “We are currently studying the complaint before taking further action. The DPP’s advice will be sought,” he said.

Top officials of the AFC were Monday due to receive an update at a meeting .

Ramjattan has argued that Singh’s spending of GUY$4.5 billion from the Consolidated Fund was in violation of the constitution and the Fiscal Management and Accountability Act.

For its part, the opposition coalition A Partnership for National Unity (APNU)has succeeded in dragging the Finance  Minister before the Privileges Committee of the House for the same reason.

The Attorney General, Anil Nandlall has already signaled that the government would be taking the matter to the Constitutional Court because the House Speaker, Raphael Trotman erred. Nandlall said the issue is a matter of law and the constitution rather than procedure.
